Voiceover ressources from sidequests better used somewhere else?

Since beta many players said the voicovers for sidequest are pretty much useless and voiceover budget should better be used in the open world and for companions.

What is the benefit if Soldier # 47 begging for help makes you go to coordinaty X to kill Y and click Z? This is stuff which mostly gets spacebarred and no one cares about it.

On the other hand,

How often have you heard "That´s quite nice"  from a companion when handing over a companion gift?  

How often did you get the same damn quote from your ship droid when you arrive at your ship instance?

Why are there hundreds of silent NPCs stancing around in the game world waving hands, having no voiceovers at all?

    The biggest problem with the side quest VO is that you hear it once and you get the jist.  Every time after that will be a spacebar for that NPC.  There's no incentive to listen to them again.

    Companions are already on high priority to add more cushion and content.  Damion Schubert is planning for us to do more with your romanced companions.  He, like all of us, doesn't like that your wife/husband goes mute after the last cutscene.  

    As for the poll?  I wouldn't mind the "Blackhole/Section X" esque side quests that accompany the fully voiced world quest arc.  Like imagine Balmorra if you had the world quest arc, with terminals filled with nearby side-quests during the journey?  How much faster/fluent would the planet be?

    Finally.. where would I put the extra cash from the above recommendation?  All signs point to the potential of this game being hindered by its early Alpha Hero Engine.  If it's possible to upgrade or develop a customizated engine for an already established game, that would be an amazing turnaround.
