So i took advantage of the "free" storm legion deal from raptr and have been playing quite abit..
However, Seems lke on average the dungeon que wait time is about an hour across multiple shards for the 1-30 dungeons. Which is very disappointing.
Is this normal?

No definitely not normal, alittle trick you can use however to help speed up your time in the queue is to get another soul (duel spec) and make it into a support specializtion, all 4 classes have one.
And you can queue as support but not actually support, just dps, seeing how it is pointless until 50+ (SL dungeons).
Also if your on wolfsbane or even if your not add me Vaultkeeper@Wolfsbane im a lvl 25 cleric tank / healer / defiler if you wanna dungeon run ill be on later.

If you are only queuing as DPS then yes, your queue times are horrible, if you queue for multiple roles (tanking, healing or support) along with DPS you will pop allot quicker. In lower levels Tank & Heals are no longer than 10 minutes max to pop. As you level up the queues speed up.
Once you get into the XPAC queue times are very short. If you make it to 60 and queuing for Experts the queues are instant for tank and heals and no more than 5 minutes for dps only queues.
This also depends if you are playing prime time or not.
