How does server transfers work?

So I came back with the "Come back and play" push. All my characters where on a n00bie server and I had to transfer them. Fighting with logging in and out to delete ingame mail I transferred them all to Seastone and didn't pay attention to the server game rules, just picked a name that looked cool and easy to remember to tell my friends who are waiting for F2P
4 days later I notice I can attack Guardians (I'm Defiance) and didn't think much of it as in contested zones and have no idea what the rules are these days in those areas. Last night I actually paid attention and saw I was on the only PvP server lol!
I tried to transfer again and it stated I need to wait a week. Am I actually able to transfer a character at will to a server of my choice after 7 days? Seems that would be a good way to make money. Anyhow, maybe I'll just suck it up and learn the game from the PvP angle if I can't transfer
Lesson learned not to rush when picking a server!

Any character past lvl 15, once a week ( cool down is per character not account)
I think it speaks well about Trion. They could charge like say Blizz who charges $25 a transfer but they don't.

But they may come F2P. I must make sure I vacate PVP hell before that date
