There has been rumour that EvE will soon incorporate an outside the ship mode. It would make such a difference to be able to land and get out and walk around a space station, go to a cantina, or land on a planet and get out and stretch your legs 
Is this in development or is it just rumour?

There are plans for planetary flight. But no current plans of getting out of your ship/pod.
No current plans, but arent they talking about future plans? This is one of the main gripes about EvE so should be addressed fairly quickly imo.

The planetary flight plans are future plans. It requires massive work, so if planetary flight is going to happen is quite far away yet. Probably a couple of expansions before that happens. The developer have said that they are never going to let you out of your ship/pod. That is not what Eve is about.
