First of all, this is an unofficial hardware recommendation! Everything is based on my knowledge on Crysis 3 and the informations from the RSI Site. (=> own gameplay experience, various CPU&GPU online benchmarks, online interviews/videos, 24h RSI Live Stream [e.g. the SandBoxEditorFPS], etc.)
Since Star Citizen runs on CryEngine 3.5 (or even higher?) and is not released yet , this is just a prediction! I hope it helps someone till the final requirements will be released. _______________________________________________________________________________________________
(HIGH) - ULTRA Settings:
INTEL: i5, i7 (even better); => each OC'ed if possible... -->"K" Model AMD: FX8320, FX 8350, "FX 9370, FX 9590 "
***SLI*** 2x GTX 480 [2GB VRAM!] 2x GTX 560Ti [2GB VRAM!] 2x GTX 570 [2GB VRAM!] 2x GTX 580 [3GB VRAM!] 2x GTX 650Ti Boost [2GB/3GB VRAM] 2x GTX 660 [2GB VRAM!] .... SLI does not double the amount of available VRAM!!! (e.g.: Two GTX 460 [each with 1GB] in SLI do not have 2GB in total!)
& 8GB RAM (16GB don't hurt, if you already have that much )
LOW - (MED) Settings
Intel i3 (or similar) or AMD Phenom II X2 (or similar)
NVIDIA GTX 460 [1GB] (or similar) or ATI 6850 [1GB] (or similar)
& 4GB RAM
PS: I have to mention that I dont know anything about the performance(micro stutters or bottlenecks) of SLI and AMD CPUs! Although my i5 2500K @ 4500MHz perfomrs very well with SLI!

They would not make a game that is limited to just high end PC's.
That would be counter productive. We still have 18mo to go roughly.
