EU and NA servers are both located in the same place, montreal canada. I have not seen any SEA Oceania FC's actively recruiting so not sure where they are going to go, being in austrailia it might be a toss up to where you get better ping between japan or the NA servers but if you don't speak japanese that might be rough. If I see anything on the SEA oceania thing I'll let you know.
Edit: only large FC I've seen seems to be on Masamune which is a jp server.
the main problem the oceana players have is their isps suck. they have massive control issues concerning bandwith and usage rates, and they connect to the rest of the world by an old rotting copper line on the floor of the ocean, or via a cheap poorly built satelite that loses godly amounts of packets. they need to put down a nice fiber optic line to the rest of the world and join the late 20th century already.
the entire world needs to take japan/south koreas examples of how to set up their internet infrastructure. if the globe (even just the first world nations) all had networks like japan and south korea have, we would all have a ping of 0-15ms max, to anywhere else in the world, there would be no copper links, no packet tossing sat links, it would all be high capacity fiber lines with well placed relay hubs and nobody would suffer. world peace would be imminent.
From what I have read it is Masamune for Legacy and Tonberry for new players from Oceania. In beta I tested both the Japan servers and the Montreal ones and found the ping to Montreal was over double that of the ones in Japan from Australia.

Where did you read the Tonberry for new players? If its the unofficial Oceanic server, I will base my free company off it.
There are many references to it on the net, but here is one http://oceania.guildwork.com/. If you have new players and want the best ping then I would definitely suggest Tonberry over the NA servers.

If you don't speak japanese it could be an issue, funny thing about the japanese though is if you actually try to learn japanese to make things easier, they can be very accommodating and friendly, personally tempted to brush up on my japanese and roll on one of those servers myself because the community there tends to be a lot more polite overall.
