Open beta / phase 4 registration?

in Final Fantasy XIV
I've partipicated in phase 3 and received the mail about open beta so i'm good, but i have a friend that wasn't in the earlier beta. When/Where/How can he sign up for OBT? I've searched around but can't find the registration page.

    They will open up registration at august 17 - not sure if that means that we (non-part of the prev. betas)

    can actually join and play tho...

    Well considering the beta lasts like 2 days there wouldn't be much of a point to open registration if they aren't going to let you play :P

    It is said on their registration link they will open it as soon as the beta begins.

    I bought the game a few days ago and never been in the previous betas. Just wait 22 hours and it should be good.

    I must have missed something but I was invited to all the betas (original FFXIV owner) and yet I haven't seen a way to download the new open beta client.  I assume there must be a new client because my old closed beta client errors out every time I attempt to open it.  Are they seriously not releasing the client for DL until after it's officially "launched" open beta?

    Just to avoid the question, I didn't receive an invite to open beta email with links but then again as someone who has owned the game since it's original release I've never needed an email in the past so this just seems strange to me.

    Nar the download is supposed to be out today (15th) but for some reason it is taking them awhile to get it out. If you played in previous betas you will be automatically be able to log in on the 16th at 0900 GMT and if not then 0900 GMT on the 17th. Just be patient with the client it should be out sometime soon hopefully.
