Square Enix community rep Matt "Bayohne" Hilton has confirmed on the official Final Fantasy XIV: A Realm Reborn beta forums that data from the Phase 4 beta test will indeed carry over to Early Access and launch.

Too bad SE continues to have infrastructure problems as yesterday was a big fiasco with a lot of folks with their pre-order access code registration.

90% sure transfers not gonna be available right at launch, later on they might add a paid transfer option though.

@TormDK. No official SE e-mail about it yet but it was publicized on their pre-order site that "early access" code registration would start on Aug. 20th... so people being excited showed up there yesterday. A bit of a boondoggle... site is still up but doesn't work, heard rumors that UK keys and US keys got mixed so "region errors" ensued... yes quite a debacle.
Servers will always be wiped after even Open Beta!
Always been the case with non-F2P games. This is actually an exception.
The only games where normally there are no wipes after Open Beta is with F2P titles. And that´s only because of the Cash Shops they opening already with Open Beta to start emptying your wallets as quickly as possible. Like with Neverwinter.
i actually opened a case about this a got an official answer they know that some ppl didn't get the pre-order code and that they will resend all of them till the end of Aug-21st. let's hope they deliver :-)
Just my 2 cents...
While some bugs kept players from playing, I think it is smart to keep data. Weren't only Legacy servers available anyways (which have lots of players from 1.0 already ahead of the game?) Providing that is true, that means early access will open up the fresh start servers (though, don't take my word on it as I've casually been following ARRs progress).
While it wasn't unbearable, I did notice A LOT of players in the low level grounds. Hopefully, the open beta and head start will assist in spreading out that low-level population upon release and alleviate some headaches. That and any players who made it the 15-20 range can jump in and enjoy the beefier bits of the game as opposed to what could be a fairly boring/snooze 1-15 trek.
But all servers were available not just legacy.
the major bugs did not include exploits though which is what they consider catastrophic. The fact thousands could not log in did not break the game. I know some people that could not progress in main story line but even that was not reason for a wipe.
I was one of those with error 3201 since sat morning so I lost a ton of play time but I'm glad I get to keep the progress I made regardless
