  try the dark/light towns they in the pvp zones i think shd be a trader thr but dont think u can buy much other then deeds

  good question, i've been all around the starter island, talked to all the npc's i see, and they just tell u to piss off basically, i also flew to what i thought to be al drifa city, but i might be wrong because i didnt see a single npc or an open door to any shop, right now i've got alot of warrior armor off the  apprentice wizards on the starter island, anything i dont use i fly back to drop off at the load in point for the lower lvls.
