  It's for specific servers.  That's why they keeping having follow-up announcements (because the server list of lock outs is changing).

  I thought if you created a character on a specific world, once done, it would disable all other worlds and only allow you to select your one character on that server? That was my fear anyway. I have not made a character on a NA server yet because I want in on a very popular NA server atm and wont get in for a while. I simply wanna try out the game in a NA server and once my server frees up space, either transfer or just create a whole new character.

  No you can make characters on multiple worlds and have multiple characters on the same world if you want.

  So the disclaimer was more about transfers then? As currently this game does not have transfers (but probably will at some point)

  Transfers are expected to be available around mid september.  We assume at a cost though.
