no rat tails?

Dumb question: Where can I find rat tails?

I have a L15 fisher quest that requires using rat tails to catch a special fish.  I bought 20 from market board but it wasnt enough because I kept catching other kinds of fish.  Got 4/5 now.  So I went to kill wharf rats and they never drop tails, just skins.  Im a L19 archer.  Are there any other rats that I could kill to get these?  Im looking not finding.

    Saw a whole family with rat tails at Wal-Mart, but it depends where you live.
