Looking for level 15 scenario quest

in Final Fantasy XIV

Rolled THM. started in Ul'Dah. Just finished going to Limsa, and then to Gridania as the envoy. But now, I cannot find where it continues at. Went back to Limsa, and looked all around Ul'dah and Gridania, but can't find anything. It's not appearing in the duty finder either. Do I need to be level 16 before it appears?

    In Gridania there is an NPC outside the place where you spoke with the keeper.  He is the one who gives the quest leading to the instance.  He is easy, easy to miss.
