So I bought a hard copy PC version, installed it and used the key that came with it to play the game. I want to give my friend my copy of the PC version so he can install it onto his computer but then use a PS3 key which we bought separately, to activate his account. Will this work? Are keys cross functional?

Given that the two pieces of software are likely to have dfiffernt vendoring prices they will be VERY unlikely to allow people to buy the cheaper product and install the expensive game
Ive never known any cross platform game to allow the sharing of keys

Keys are NOT cross-functional. Unless you apply a PC and a PS3 key to the same account
The only benefit to this is if you purchased the collector edition, you can apply the PS3 collector on a PC account to get the benefits on PC for example. Or Vice Versa.

To firm up the answer: No.
PS3 logs it as PS3 access (and then you ALSO have to link your SE account and your PS3)
PC logs it at PC access.
Like the earlier person said, a Collector's Edition unlocks for the account (so you only need one).
If you log BOTH keys to a single account, you can play on either. You may NOT be logged in to the account on both the PC and the PS3 at the same time.
