Need some help remembering an old ps2/ps3/xbox rpg/rts.

So, this has been bugging me so bad all day. I can not remember is the game was for the PS2 or the PS3 or maybe even an xbox game, Now onto the game details. 

It was based after a nuclear holocaust / end of days type issue. But the world was covered in a dust that gave the people super powers.  The powers were given to you in the form of "cards" that you slotted and used in battles between NPC's or other players outside of your safe town/hub thing. I remember it was a very funky like game, where the mane character was like many others very angsty and cocky. I remember you would fight on like broken bridges and blown up buildings running about casting your skills. 

 

I am REALLY hoping someone other than I played this game, because i just started thinking about it today and now i want to play it so bad.

    I also remember you would take missions, and would leave out of an airlock. This is really starting to bug me, I've been on a nostalgia run. Playing Galerians and my other old PS2 games. I remember this one being a game i did not like at first but grew to love. Argg. Darn memory.
