Say there is a fascinating castle. Someone comes along, first to find it, and destroys it. Does it come back? I can't believe they would not, since after a short time everything everywhere would be destructed.
The way they explained it, it varies. If for instance you are doing a quest type thing and one of the quest parts is to gather materials...then it can go one of two ways. first scenario you do the quest line and the castle gets built, second scenario you do not gather materials or you do not defend the mobs attacking the castle and it doesnt get built and thats how it stays. It depends on each server as well. So to answer your point...certain things can be permanently destroyed but I think main places like freemarch or something like that you can not. However some castle off in the distance you can probably destroy it and have it not come back ever. At least that is what I got from the interviews and game explanations. How they are going to pull this off...im not sure. We will see when landmark hits this holiday season.
They mentioned that buildings will usually be destroyed for good but terrain will tend to heal. I think the game will also build things as well so over time all buildings won't just be gone.
Some areas and locations are non destructible, or carry a varied level of destructibility (such as only being able to affect 6 inches of ground before hitting indestructible material). The devs said at SOE LIve that they could control the level of influence that players can have on areas and objects.
So I guess it would depend if that castle was something that the devs wanted to be messed with.

There will be several levels of destruction.
1...noob zone and surrouding area will not be able to be destroyed.
2...locations needed to somehow advance the story will be set specifically for that goal which may mean destruction to a certain point or none at all.
3...there will be landscape and areas that heal over time.
4....basically you will be responsible for building things and those things can be destroyed if you do not defend them.
5....there will supposedly be things that are supposed to permanently be destroyed that continue the story.
6...they have not fully explained crafting to us, so it's hard to estimate if we will be able to plant various plants and trees or not.
7...I did read you will be able to burn down certain things assuming trees and other wood is easy to burn.
They have stated on quite a few occasions that the land heals itself over time. So no, the destructibility induced by players in the way that we're talking about is NOT permanent.
That being said, there will be changes occurring in the land that ARE permanent. One of the ways this will happen is through Rallying Calls (public quests that visibly alter the world). They have also hinted that the land can change on its own by giving the example that a cavern that used to present in certain spot may no longer be found by digging in the same location.

This could greatly simplify dungeon designs, just put the npcs in a block and smash your way around to find them. What is the use of designing something cool looking if it is turned to rubble after 1 run? They have already shown that big npc demolishing a structure in a trailer video. It
