This is for a christmas present a cheap computer used mostly for web/office as for gaming just old stuff like command and conquer. Already have an extra harddrive and windows. Anyone got any suggestions?

Umm... I think all I'm going to say here is good luck.
I think it's entirely possible to build a computer for <$300; however, your down in the area of computing hardware where your paying a good deal for really crappy components. A little bit more budget would get you a lot better quality computer.
You may also want to just consider getting a big name premade. Not that I like them or condone them, but one thing they have done well is leverage economy of scale into bringing down the price of crappy hardware: if your going to be pigeonholed into getting something at that price point after all. Get the $300 Blue Light Special laptop from WalMart or something and call it a day - and then you don't have to worry about monitor/peripherals/WiFi/OS/age&reliability of the recycled hard drive/etc.
I'd suggest looking at used computers, you might get something a lot better.

If you have a decent laptop, what is the point in buying a $300 desktop? You may as well put the laptop on the desk and hook it up to a monitor if you just want a bigger screen.
Spending $300 on a desktop doesn't make any sense, no matter how you look at it. You won't get a gaming machine for that price. It won't be portable in the sense that laptops are. It won't have enough performance advantages over a laptop to make a difference. You might as well spend $450 on a laptop with a discrete GPU (like the AMD A-series) if you want to play light games and have a portable computer.

Umm, you went over budget (I guess since you set the budget that's ok)... but for that GPU, why not just get the APU and save yourself the $50 and put yourself back at budget for near equal performance?
