One of the most realistic shooters I can think of is ARMA. There are tons of mods for it as well, covering all types of situationa and era's. I have enjoyed it myself. As for an mmo, I can't think of anything really. Avoid WW2 online. Maybe Heroes and Generals. A lot of my squad mates from WW2 online went there.

Hum, maybe he'd like the military feel of joining a nullsec alliance in EVE Online, progressing through ranks of command. A lot of thinking and leading to get things done are required there.

Have to go with Arma 3. Most realistic of military games. Great with a friend or a group of friends or solo. Very moddable meaning you can do it or you can find lots of good quality mods out there (especially if you use the Workshop from Steam).

That was my thought too -- if your into tactics and don't mind the Sci-Fi feel - Eve can be a deep game on multiple levels
World of tanks/planes for a more arcade style of warfare or Warthunder that has planes and soon to have tanks too, for something closer to a simulation style game.
I want to get my brother into online gaming. Seeking from you a game suggestion for him. I'm not looking for cheap but quality.
I know his computer uses windows 7, unknown about his graphics card and memory.
Demographic: Late 30's. He's been in the navy and likes guns and war documentaries and action movies. He has that photographic memory with movies where he can quote a whole scene, not just the most popular lines. He is mechanical and likes to take things apart, not always putting them back together. He is argumentative and can be loud so I don't think mature themes are an issue. He likes persuading people and isn't afraid to lead. I know that he has read books on military strategy.
It seems though that there are a metric ton of military shooting games out there. What is something modern I can get for him as a gift. I don't think it has to be shooter based but that seems to be most common.

The Arma series, their first game was called Operation Flashpoint, had always a more mature community and is definately interesting for someone who is into military. There really is no better alternative. He should definately try aswell Arma 2 since it has more community mod content. For Arma 3 he will need a powerfull pc system.
If he is interesting in a lot more complex and realistic Military Flight Simulation, then he should check out http://www.digitalcombatsimulator.com. This the best of the best currently on the market when it comes to consumer military simulation games, I dont recommand the ground simulation i.e. combined arms since Arma does it better. But DCS games have really one of the steepest learning curve.
When he do like controlling submarines, he should check out the Silent Hunter series. If he dont mind of the latest graphics, Silent Hunter III is excellent with great community modifications. I did not play SH4. SH 5 got improved over the years since 2010.
Since he seems to be also interested in the strategy part of war you could also consider Civilization 5. It's a nation building game where you pick your starting nationality, advance through the ages, and conquer your opponents through military, political, or economical means.
I think it would also be nice for a new gamer since it's turn based so it's a bit slower paced and easier to learn. You can also play matches against bots for practice.
