Is there a list somewhere of all MMOs with player-constructable housing? I tried the forum search but it doesn't seem to actually work. *headscratch*
I want to help design and develop a PvE-focused, solo-friendly, sandpark MMO which combines crafting, monster hunting, and story. So PM me if you are starting one.

You can build it plank by plank or decorate a premade in Rift with free access and a tutorial as early as level 7.
I will name the one i played;
DaoC
UO
EQ2 (The best housing imo)
LOTRO
Vanguard SOH
Rune of magic
FFxiv since 2.1 (guild house) player house in a later patch
Wurm Online (sandbox)
Runes of Magic, of course you'll need the cash shop. And by the looks of it, you got FF14, and I'm pretty sure Archage will have the feature of building your own house but where anyone can get in and destroy it. So yeah, that's pretty much all the help I got for you, I'm not much in to housing anyway.
The OP said player-constructed. So why do some of you keep posting games that has a fixed house and a fixed house only?
Lotro? Get the hell out of here; that just have to be the worst, dullest and most fixed player-housing ever made.
Xsyon is another sandboxy game where you can construct a house or similar from scratch. Free-to-try game so expect to pay if you intend to play it with all the features.
Once upon a time ...
Deep into that darkness peering, long I stood there, wondering, fearing, doubting, dreaming dreams no mortal ever dared to dream before.

Since you asked for mmorpg here you go:
terraria?
mincraft(FTB-mod)
This is the trailer Trion posted for RIFT's housing (Dimensions). Everything you see in the video is placed plank by plank.

Worth mentioning though is that Dimensions are 100% instanced, and you will need the larger one before you can make something as crazy as what you can find other players do. Also worth nothing is that you can visit and rate other players' dimensions, and they are some pretty great ones out there.
I think the reason is because you need a game behind that one simple mechanic and other than a few games you would hardly need a list. Most games other than say Minecraft will use pre-rendered models to build the house instead of being able to build it piece by piece and actually see each phase of the construction.
I will assume that Landmark will be the first to do this with some quality. However this again would not warrant a list as it will be the first and only quality game to do it with decent graphics.I doubt FFXIV will have actual construction but instead again pre-rendered models,so Landmark will remain the only quality graphic game doing it.
Never forget 3 mile Island and never trust a government official or company spokesman.
Pre-rendered models of wall segments and pillars, etc. would be fine, like the way house building works in Sims 2 and 3. Pre-rendered whole buildings suck though.
