Over the past 3 months I have been playing some of the better free to play mmos. Out of the selection I chose to play I think I found a winner for best f2p mmo. Here are my picks of those I chose.
1. Rift:
Rift is by far my best choice for F2P. It is the full game! This includes all the content, dungeons, pvp battlegrounds. No limitations to leveling nor to the in-world gear. You can raid, quest, adventure, pvp, with no limitations. The store offers cosmetic gear, buff pots for xp, notoriety, and favor. The gear and most mounts can be attained through normal gameplay.
Rift is the most complete game that is f2p that I have seen. As such its gets number one on my best f2p games.
2. Aion:
Aion is now a great game! Just is not Rift! You can experience the game in its fullness to level 55. But to go past that point you most likely will have to use the Aion store for helpful items. The game is full of quests, adventure, and is very large. The downfall is past 55 it is almost a requirement for you to buy certain items to progress.
A bonus, love the Daeva thing. Nothing more fun than fighting while flying! Getting to 55 will take you a while!
3. Neverwinter Online:
Neverwinter is my third choice. It offers really fun quests, dungeon dives and great stories. While character customization is limited. It has just enough to keep you going! To get to max level you dont need to spend any money. You can do quests to get diamonds to buy from the store. Also 3rd party groups offer surveys ect to get you even more diamonds. While it is tedious, you can actually get all the diamonds you need and have the gear you want without actually spending a dime!
The downfall as mentioned earlier is it is tedious and a bit time consuming.
Those are my top 3. Honorable mentions go to Star Wars the Old Republic, Lord of the Rings online, Age of Conan, Everquest II and the original.

EQ2 and by a long shot.
EQ2 is actually a full fledged Triple A game.Yes there are serious restrictions but if we are going to label it a f2p,it is the best.
What spearates a triple a from a weak single player game is the starting locations.Eq2 has many ,it makes it feel like a real MMO world,when you only have one starting location and everyone starts there,it looks fake and is a weak effort byu the developer.
Eq2 also has nice housing ,decent combat but misses out on class design because it forces you into an altaholic game.
Never forget 3 mile Island and never trust a government official or company spokesman.
Best F2P as in best overall? Whew.
LOTRO, Rift, Aion in that order, with LOTRO winning based on the value of the IP.
Rift is the only game that can be called F2P.
The rest are just "Try before you buy" MMOs.

SInce this poll is obviously based on personal opinions i'll give mine.
If EA knew how to manage microtransactions i would have given it to Swtor. Rift feels too genericly boring when leveling so unless they fix that (which they probably wont) its far from the best. Aion has the same problem as Rift with the leveling. And form the rest of them i have to say that i find Age of Conan better than the others but its there is something about it that kills the fun of it (Post-Tortage gameplay).
In conclusion, theres nothing "better" on this list for me.
Funnily enough two of my favorites you haven't mentioned. First of all, I completely ignore cash shop. I don't look at it. Have no real idea what's being sold in it. Knowing it's there and that people use it doesn't bother me either. As Kevin Kart once said, "do you". So with that out of the way, I can enjoy most MMOs if they're substantial enough in gameplay. My two tied for favorite are:
Tera, and Vindictus.

My subject choices are Marvel Heroes, STO and NWO.
I agree that best is subjective, but we can always pursuit objectivity as well
For me (subjectively) the best ones are the games I play continuously either with sub or as premium (since they all went to f2p during the years). LotRO, AoC, TSW and STO.
On a second place the other two remaining Cryptic ones (CO and Neverwinter, since CoH is gone), plus DCUO and Vanguard (until the poor thing is still kicking...).
Objectively, however, it's Rift, hands down. I'm not particularily fond of the game itself (love the soul system and the dimensions, but the rest was way too wow-ish for my taste), the f2p model is awesome. As a former player with SL I have the whole game available for free, and still, I subbed for a month after the switch just because it was a so great model I thought they deserve that $15.
Marvel heroes.....rly.......i want to their website once (since i am a comic lover) and i had to pay to be ably to play as the hulk B4 it even started.

None of the F2P games appeal to me.
In my opinion, I think people who market F2P games secretly acknowledge that WoW and Eve Online are the better games overall. Therefore, F2P games are F2P so they stand a chance of making a profit.
Since profit is a necessity, I doubt there is really any such thing as a F2P game unless the player has an abnormal amount of free time for some reason.
For me, my time is worth far more than any subscription or game purchase(s).
Having said that, I'm not playing any MMORPG at the moment because I think the genre is 'tired' and needs a completely new approach.
Just like i said, it is subjective.
Just like i think STO is a way better game than Eve. Much better space pve combat. Eve pve combat is easy-mode, and boring.
Having played almost every game on this list...I would say, in my opinion, its EQ2 edging out LOTRO by a hair.
EQ2 is simply an amazing game that while not as difficult as it used to be, is still challenging and fun to play duo with a significant other. The crafting system I enjoy alot, the lore collection system is good as well. The graphics in places can be a bit dated but for the most part they are very acceptable. To call EQ2 a hidden gem probably wouldn't be accurate as most people im sure have heard of the game, but from where it was at to where it is now...it's a shame more people aren't playing it.
LOTRO is a great game as well, deep in the lore of the books and game. When we stopped playing EQ2 my wife and I got into LOTRO. Not your typical classes, and the weapon leveling system was something that was very cool. If you aren't into the Tolkien books or lore of the world, the game probably isn't for you. But if you have any interest in the world at all, you can lose hours here, enjoying each moment.
As far as the others go....
Neverwinter is a cool concept and idea, but there was nothing unique about character customization. Creating your own adventure was cool, and there were some good ones out there....just got, I dont know, boring after a while.
SWTOR's free to play model is blah. Bought into the hype and bought the game at release, payed per month and it was a pretty decent game. Right around level 30-35 or so started getting a little bored with it. Not sure what it was, but it seemed like it was quest hub to quest hub and not much else to do even though it had crafting (not good) and PvP (not good) in the game. Was disappointed in the railed space combat which I guess they have recently changed.
Rift We tried Rift for a few months and while the world was pretty interesting, there was nothing in the game that screamed out at us to stay. The character models were nicely done, the combat was ok, but for us...it just wasn't as fun as the others mentioned.
One game not on this list that is better than Rift is The Secret World. I know it costs to get into the game but it doesn't have a monthly fee, had a unique world and is a WELCOME change of pace from the sword and sorcery type of games.

LOTRO or DDO is best if you actually don't mind something (they are freemium games with horrible grinds if you try to play for free beyond a trial)
Rift is the best game you can actually play for free without many restrictions (I don't know how they actually make money with how generous they are.)
Freemium and F2P aren't the same thing BTW. Freemium is much closer to sub than it is to F2P.
