NAME 4 PvE things that would make TESO more "Sandbox"
With major topics regarding sandbox vs themepark on the rise, I was wondering if you can come up with 4 PvE things that would make TESO more "Sandbox" if those changes/additions were made/added

- Attackable NPCs
- Jail system (killing/stealing, etc)
With TESO as starting point, I find it difficult to turn it into a sandbox. But what could help is :
- Get rid of quest xp as main source of levelling xp. Instead use Skyrim's levelling system, where you level on improving skills. So this means that you can go about any business and still progress your character.
- Stop using gimmicks as incentive to explore, especially if they are always in the same location. This messes with replayability, because on a second playthrough, many players will look up where those are specifically located. And that has nothing to do with exploring a virtual world.
- A housing system that is more then just aesthetics. Player shops in house for example can lure others to your house if at the same time you can advertise your wares on some billboard in a major town. But for this you also require a lot of customization options for loot or crafted items.
I am not sure what else. Most of other things I could think off can't be done without overhauling the complete game.
The only sandbox games I can tell from are Anarchy Online and Darkfall Unholy Wars. To capture and name some of the benefits I enjoyed, i would say TESO should add/remove/keep:
- Remove loading screens with gameplay hints.
- The lore should only be expressed by the characters ingame. Everything you need to know about the lore, should be in the game. Fewer story writers, more game designers! TESO should be able to go in new directions by adding amazing new content.
- Add fishing boats and sea battles
- Keep player/guild driven economy! No auction house / No "item" shop!
1. Less reliance on developer provided content to provide gameplay activity.
