95% of that content is all leveling up. Sadly nearly 0% of all endgame activities support solo play and this is what the OP meant.
I haven't played ESO at 50, but if it's anything like the other recent MMOs, there will be VASTLY more level 50 solo encounters than level 50 group or raid encounters.
The thing about solo play is that once you've soloed a bear, you're done with that bear. Killing the bear again is pretty much identicaly to the first time you killed him, so it's boring to do again. If the same bear is a group encounter, that encounter changes with every different group setup you do it in, even if you just have the one bear, you have vastly more entertainment ouf of fighting it.
There isn't generally a lack of solo content in terms of quantity, it just isn't very replayable... because it's solo.
Limiting yourself to only doing a singel thing in game is a downright stupid thing to do. I don't mean to insult anyone by saying that, i do it myself. I generally avoid both crafting and PvP. But then i know better than to bitch that i'm missing out on crafting and PvP when i am the one that makes the choice to skip it. It's the same with skipping other content. If you choose not to group.. or not to do quests.. or not to do dungeons, you will miss content. And it's your own damn choice.

I kind of wonder how many people played DAoC and had a chance to experience first hand what Darkness Falls really was. I think it's one of those things that will go down as one of the great early MMO dungeons, and never really repeated. I suspect that if more people had experienced it, it would be a bit higher on the list.

1. Justice System - No contest. This is the most important aspect if you ask me. Having played the Beta, everything feels just about as good as it is going to get for a TESO MMO - all except for the lack of a Justice System. I think with this in play, this game is going to be really, really special.
2. Player Contracts/Bounties - Everyone wants to have some kind of Player Quest Construction Kit, but frankly... I've never played a game where an implementation of this was really any good. Simply put - there aren't enough people with enough time on their hands to really make this work in such a way that it could prove to be a substantial element of quality. However, Player Contracts would be a great way to shoe-horn the idea into the game. Basically, it works similar to how EVE handles it. You put out a Contract for someone to deliver a specific amount of crafting materials or some such item in a specific amount of time. They are paid in advance. If they fail to meet the contract, they can either pay the money back or not. If the player chooses not to pay it back, they are automatically placed on a "Bandit" list where another player can be allowed to hunt them - no matter where they are. This would be a good way to bring some PvP into the PvE zones, without sacrificing the idea that they are PvE areas. Basically... this would be the only time in the PvE areas where open PvP is a thing. This could also play into the Justice System in some way. Obviously, the specifics of a mechanic like this aren't going to be explored here. I'm just saying there is plenty of room for rule interpretation on this, but it would be nice to see something like it.
3. Time Lapse Relics of Power - TESO is known for it's one of a kind relics of power. Basically what I am referring to here is, scattered around the world are these Relics of Power - unique items/weapons/armor with unique lore that only one person in the game can own. But they only own them for a time - like a week or a month or so. It's there just long enough to give them a short time of fortune and glory. Having this relic will likely make enemies fear them in Cyrodil as they are very powerful... but not broken. These items never break or wear down. They are not tradeable. Once you activate it, it is bound to you for a short season. You find these randomly by way of very rare treasure maps. There are maybe 20 of them in the entire game. Once the relic's time has passed, the item is lost from your inventory and removed from the game world. It is then respawned somewhere new in the land of Nirn.
4. Random Caves/Dungeons - MMO's have this problem where anywhere that looks unique... probably has a specific quest tied to it. This sort of ruins the aspect of exploration if you ask me. There needs to be places on the map that you can explore just for the hell of it. Like the Ayleid Ruins in Oblivion or whatever. You can go in there, find some cool loot, kill some dudes, and that's all there is to it. No special political plot. No special "save us from doom" quest. It's just there - and it is its own quest. I didn't get to experience too much of the world during my Beta time, so stuff like this might already be in the game. Even still... I want to make doubly sure that this is something that should be in the game. Who knows? You might find that Relic of Power I was talking about before. Creating places to explore is easy. What takes up time is putting quests in those areas. That requires a lot of scripting. Especially for a TES game... you don't need to worry about that. Just build the area, put some loot in it... people will play it and love the fact that they're lost in some underground cave or ruin.
5. More Skills - I don't think any of the current skills need to be adjusted, really. I just think others need to be added, such as Speechcraft and Acrobatics. I'm not sure how I like the idea that you only have Destruction and Restoration Staves - I'm sure other staves of Conjuration or Illusion could be implemented somehow. Overall, this just needs to be beefed up more.

Weighted scoring makes sense. However, since you're adding them anyway, would you mind also providing the "raw" number of mentions score for the top 10?

Regarding my number 5, that could mesh well in a PvP server where personal player property can be ransacked and taken over. That's stretching it, but it would be really cool. A good way to add more bounty to a jail/justice system too.

Have available Plots inside of cities and other places out in the world. Players can buy those plots (technically rent) and build on it but having to pay upkeep every month or they lose it. I'm sure they could get enough space for several thousand plots and these would act as very high profile bartering items. It worked in Asheron's Call and it can work here. Just remember not everyone is entitled to a house. It's no different then having rare elite drops from certain bosses, not everyone will be able to get those either.

I'd love to see areas of Nirn where you can only go as a group. I don't like how the solo player gets to see everything in most MMOs worlds. It does water down the sense of adventure for me. The group content is mostly instanced or scalable in todays MMOs.
Translation: "I don't like how people whose playstyle isn't exactly like mine get to see most of the content."
Different content caters to different play styles, and it while it makes perfect sense to have some exclusive content for every play style with a substantial audience, the majority of content should always be accessible by the majority of players, which in 2014 consists of casuals who mostly solo.
I dunno how you read your "translation" into that person's post. Like 95% of content in today's games is designed for solo players. Asking that some more is designed for groups doesn't have anything to do with "i don't like other people's playstyle".
The person that sees the MOST content will always be the person that participates in everything. For example, if i choose not to PvP, the fact is that i will miss out on seeing PvP content. It's not because PvP'ers don't like my playstyle, it's because i choose not to participate in something that's available to me.
Have you played ESO? How many quests did you do that were designed for a group? And how many for solo? I'd be SHOCKED if the ratio isn't something like 1 to 10 (if not 1 to 100). There is tons and tons of stuff designed for the solo playstyle. Why is it wrong to ask that some stuff be designed for players that like grouping (or that like PvP or that like Raiding or Crafting or whatever.)

2/3 th of all solo leveling gameplay is part of the endgame and veteran ranks in this game.. try and read about how the 2 ennemie territorties open up when you reach level 50... and the game adds another 10 levels as an alternative advancement path for their endgame (Veteran ranks)
Sure there will be a lot of group and even multi group content in the endgame... but there will be an enormous part soloing content too
this is one of the things that makes this game different..

1. Custom GM events. Give the GM the ability to create unique events, planned or unplanned. Let the GMs imagination materialize!
3. Minigame for crafting items.
4. A spiraling dungeon. For each floor the difficulty is increased. More for a challange then the reward.
2. Generic and static hidden rooms/areas that you need to use a search function or solve a puzzle to find.
5. New weapon type: Spear for close to medium distance attacks. (Light attack -> thrust, Heavy attack -> throw)
Stuff I want but that they most likely will add anyways:
- New PvE content, expand the world.
