You can download now and you should as its about 24Gb.
You'll need to go to http://www.elderscrollsonline.com and create an account. In your account settings there is a link to download the client.

I see your Point mate. But. I mean they HAVE to put in there Keys somewhere, right? So where would be the Place for look for any Download then? That is......argh....i can't stand that. It's just.....don't have a Word for that which would be polite enough to use.
