You can probably purchase game cards online or at stores which have cd keys. That's what they did in the japanese and philippines rf. I'm not sure about the codemasters though i feel they will most likely do the same thing. Probably.
I think that you can use the same game cards that were used for ROSE online and stuff, cos they already have multiple games on those cards, cant remember which games though.
In the FAQ section of Codemasters RF Online site they mention they're looking into ways that non-credit card owners can pay an' play. Gamecards are usually the solution~ Every MMO that I've played thus far has offered them; it's a pretty efficient payment method for peoples without credit cards.

i am hopeing like hell that its like WoW where u can buy prepaid cards in stores!!!
No payment methods have been officialy confirmed yet, let's hope they work out something like those gamecards indeed
