Wildstar's official forums announced they are again allowing custom avatars and much more good info like:

Combat Balance Update
Many AMPs, Item Specials, and Rune Sets that were significantly overpowered (and were reducing TTKs) have seen substantial nerfs. This should help move TTK closer to where we want it to be.
PvP Gear Update
PvP Gear is now going to have 25x the amount of PvP Offense and Defense Rating that it previously had. The goal of this is to strongly encourage the use of PvP gear in... PvP. This means that PvP players will have less item budget going towards things that cut into TTK like Assault Power, Crit, and Crit Severity.
New Diminishing Returns
We have added PvP DRs to Pulls, Knockbacks, and Position Switches.
Stalker - Collapse
This ability has been changed to only pull 3 targets, down from 5 previously. "

According to CRB_Bardic on the recent reddit PvP/AMA, "We have changed our Battleground loot bags! With the next update, you'll have a chance to receive non-PvP amps from those bags."
Definitely awesome to hear that the Devs are listening to the playerbase's feedback. This will provide incentive to many out there hesitant to get involved in BattleGrounds, while addressing the needs of PvP-focused players that they wont have to do PvE content if they so desire in order to find missing amps in the world. For those of you taking a look or 'guild shopping' don't assume we are a "zerg" guild because our recruitment drive is high.
Our member count is high, but we are very selective, very careful and have high standards for selection of who we include in our higher-tier elder game groups.
That being said, we are open to all levels of play too, your attitude is key. And we emphasize a willingness to get involved in PvP.
If PvE is your focus we are looking for ranged DPS and healers to fill our roster, but we are always open to all exceptional recruits that can fit the modality of community.
