Looking for help with two things here:
I'm looking for help with a 1300.00$ gaming P.C. , the budget is flexible though if it needs to be. I need a windows package with it.
I also need a monitor, keyboard, and mouse, but that is on a separate budget, I'm just looking for some mid-range stuff here.

This comes to $1300 before promo codes and mail in rebates. After should be around $1250 or so. I assumed you were asking for a DIY build rather than a prebuilt
