Taking advantage of Epic's announcement earlier this week regarding the release of the Unreal Engine 4 source code for a small monthly fee plus royalties, the City of Titans team will be building the spiritual successor to City of Heroes.
“After our Kickstarter, we were offered the opportunity to use Unreal 4 going forward. We are very excited about the project, and have been working with the new engine since December. It has been amazing seeing our city starting to come to life, thanks to the versatility and flexibility it has to offer.”
The Unreal Engine 4’s rendering architecture allows developers to achieve stunning visuals, while scaling to lower-end systems. It includes DirectX11 rendering features, persona animation, and matinee cinematics among its features.

I'm not certain I should be happy about this.
Guess it depends on how their coders handle the network as the native code base for Unreal engines thus-far have not been good for MMOs. The 2 engine had a lot of revision to make Lineage 2 possible, and we can see the problems 3 had with APB, Fury, and Mortal Online. Sony only got away with it in MAG by rewriting the entire networking layer themselves.
With 4 being an engine to push graphical assets, I question how stable it will be on the network side, and what concessions will have to be made for the game to operate as an MMO versus a smaller scale/multiplayer title.
EDIT: Hint, they pretty are much only talking about the graphical assets, not the performance. What we've so far heard about the scalability of the engine has not been about multiplayer and cross client performance, but about hardware. So technically they can make a pretty game that can run on low end hardware, but that's only true long term if the networking layer can support it.

Yes, I've read a poem. Try not to faint.
BIG fan of Epic games and the Unreal engines.
Don't let incompetent developers make the Unreal engines look bad.
I was not a fan of COH not even in the least,it was done too cheap for my liking.
For this type of game i want a sort of GTA but done better.I don't need hookers or foul language or Rockstar to make my game fun.I want to see buildings structures that look REAL,with insides, elevators, moving doors ,npc's walking around and reacting to situations.
Old School pvp worked in Quake and UT because it was about the weapon choices and Map Arena's.If we are going to play in city like scenarios,i want a decent city, not a bunch of fake back drop 2d buildings.
