    1. You can take as many passives as you're willing to spend points on. Most can have multiple points put into them to increase the benefit. Usually 2 - 3 points per Passive.
    2. Since there are a limited amount of skill points in the game for Active Skills, Passive Skills, and Crafting, and you can only swap between two weapon sets at anyone time, it wouldn't make much sense to take the passives for all the weapons. Whether or not the passive would work while wielding another weapon is entirely dependent on how the skill is worded.
    3. I would only spend skill points on passive abilities from Race, Class, Weapons that I use, Armor that I wear. There is no need for someone using a mix of Heavy and Light armor, to put skill points in to a Medium Armor Passive.

If a skill is not on your bar then the passives for that tree will not work. SO be careful as to where you place your points and how you set both of your bars up.

Passives are always "in use" as long as you meet the criteria listed on the passive.  Some passives have no criteria, such as Racial passives.  Weapon passives generally require you to be using that weapon type to gain the benefit and likewise Class passives generally require you to be using skills of that line to gain the passive benefit.  That isn't 100% the case, but it's true for the majority.

Here is a skills list so you can have a look.

I found out during Beta the hard way that you are dispersing points into the weapons skills you get;  I deleted a character when I gimped myself a bit by spending skill points on too many options between crafting, class and other skills. I'm going to pretty much pick a single weapon type and stick to it, not just to save the points; now when I spend time or resources on weapons I can focus on better or improved weapons of a type, and not have to spend gold/time upgrading 2+ types of weapons as I level.
