Error: Could not Patch Manifesto Notes?

so, I pre-ordered the imp edition. and have played about 3 hours total so far. (that's not what this thread is about) I work a lot. anyways, this morning I left my patcher running because I knew they had deployed a patch and I wanted to play tonight. when I try to launch the game I get "Error: Could not patch Manifesto Notes" or some bs. has anyone else gotten this? I tried to contact CS but have not had a response yet. does anyone know how to fix this error so I can play?

Have you tried to run a repair of the client?
There is a ESO logo wheel around the news where you can run a repair.
