Can my computer run this effectively?

Hello. I have a Intel Core i5-3230M 2.6GHz  with a NVIDIA Geforce GT 730M,     8 GB memory

Can i run ESO at least on low with little lag? or would it be just too much for my rig to handle?

Should run smooth on medium settings, might go below 20 fps in really crowded areas.

I would be content playing on low. I just dont want to get to pvp or something and have the game become unplayable for me.

I have an older CPU and a GTX 660 with the same amount of ram. I don't have any lag issues in PvP.

This is a notebook I'm assuming?

I have worse system specs and I could run it at like 10fps on the highest settings. However, I run medium-low right now for best performance and I run great. There is also a "Minimum" setting below that.

That being said, heat with laptops is always a concern. Performance generally drops off drastically with graphics-intense games. All told, I think you should be fine on low, though.

Im pretty sure the GTX 660 is a better card compared to my 730m. At least what i have researched.

Your graphic card is a bit weak, but it should run as long as you're ready to use lower graphic settings.
