I think this game lacks a major feature during early levels that really needs to be added at the start of the game. I'm well over three weeks into this game and still have not hit the first dungeon yet which is at level 15. Between gathering for crafting and looting chests for trait research, on top of getting all my motifs, I haven't really had a chance to level up as much as I could have.
I remember a while back ago people said the mobs were to easy, because they got harder at level 10 and the amount of time it took to get to level 10, people thought the entire game was like this. The fact is they had to raise the difficulty on mobs at a lower level because of the amount of time it took to get to 10 and start to feel the difficulty of mobs.
Same goes for this, I think people who want to group and have that dungeon aspect of the game are kept waiting too long for it, leaving them bored or feeling the lack of teamwork far too long from 1-15. I am already level 50 provisioner and 50 alchemist, and around 10 on all smiths, 3 weeks+ into the game and have had no dungeon experiences yet! I have even gotten entrance into PVP Cyrodiil. What I am missing is the ability during those 3 weeks is to run a social event such as a dungeon.
I think there should be dungeons at both 5 and 10 because of the amount of time it takes to get to 15, just as it was when it took too long to get to difficult mobs at 10 during beta. What do you guys think? Think about it, You miss the entire first tier of crafting of 1-14 gear without any need for gear for dungeon experiences...

I've been playing a week and lvl 8 on each class twice (still making mind up lol) .. The extra 5 levels took you over two weeks?
Granted I been blowing most of my time on crafting and gathering mats and chests only. I only need one more trait gear for heavy armor, and about 25 more pieces of gear to have every trait ready to be researched. 50 alchemist and 50 provisoner also. All before 15.
I think in beta, it took me atleast three beta weekends to get to 10, so about 9 days to just get to 10, still a long time to wait to do a dungeon. I think about 2 weeks would be average for a person doing everything to get to 15.
I assume when you say dungeon you mean the public dungeon where you instance only with grouped people, because the other dungeons are all designed for differing lower levels. The first public dungeon in the first zone is designed for level 12 not level 15 so no need to wait until 15. I'm not aware of any reason, other than it being harder to complete and get to by yourself, why a lower level character could not do the public dungeon.
It sounds like you wanted to spend time crafting if you have gotten that high with all of your crafting skills. If so is it any surprise you have not leveled your character? Leveling skills does not equate to leveling your character so if you want to do dungeons at a certain level, I would recommend doing quests and killing creatures to level your character so you can.

The dungeons come right at the point they need to. Getting tough, feeling more powerful, the dungeon is there.

If we look back at other MMO's.
If you were to do all the content while leveling...
WoW first dungeon is at 10, which is very very easy to get to level 10 in a matter of hours.
LOTRO first dungeon at 20, which took only a day to get to.
EQ2 first dungeons at 11-15, which also only took a few hours to get to.
And this is none of those games, there's no reason to follow there recipe other than you can't be assed to do the extra questing while gathering crafting mats.

I think the first dungeon being at level 12 is pretty perfect. There are however landscape areas that are loosely 'group' areas too on the starting islands, Saintsport on Stros M'Kai is one of these places. It's a great place to go as a duo/group when your character's quite green.
It gives you time to learn the game, how the mechanics work, how the combat works etc etc. Also it gives you time to develop your character a little, via skill points, so that they have a bit of a niche to fill in a dungeon group.
Admittedly, I'd like to see more group content in general, not just in dungeons or scant landscape bosses, but in terms of the dungeon placement themselves I think they've done a good job.

ESO dungeons start at level 12! The first set of dungeons are for levels 12-15, you're almost there.
Two other things to consider:
1. You are clearly at the opposite end of the spectrum when it comes to leveling. You're like the anti-locust. 3 weeks and not even level 15? Impressive.
2. It doesn't take very long to level 10. I'd say 3 hours. Starter islands take roughly 1 hr - 1.5hrs depending on if you listen to dialogue. And you should come out of those at level 7. Do a some quests, hit up a dark anchor, and with exploration experience, you'll be 8,9,10 very shortly.
