Is there a European Server?

Yes I do play ESO atm and it sucks having to play on a NA server while being located in the EU. Therefor my question: Is there a European Server already set up, accessible in the Alpha? or at least be totally functioning and available at launch?

    Afaik Trion is planning to have European server(s) in Amsterdam, but I don't think it's officially confirmed that they will have.
