I went looking and really couldn't see anything on this. Is there a Story so far, or even a back story, other than the small bits of information? and if not, can we make one on here or is that TBW Classified?
So far the story is somewhat sparse. There are rupture sites of mysterious energy all over the world, exposure to which kills most people, but a very small percentage undergoes a genetic mutation, becoming cyber mages, like the woman in the in game art.
With the help of the cyber mages, who could protect normal humans from the enigmatic energies, the black watchmen, (and other factions such as the FSB) conducted research on the energies of the rupture sites, until something went wrong, and that seems to be where the story is leading us to at the beginning of the PARG.
We have a few more facts on some things, like the rupture sites having a 1000m radius of effect, patient alpha (the cyber mage) being found naked save for her scarf, three of the divisions of the black watchmen (66,33,43) to name a few, but not much else.

If you read the text in the teaser, DIV 42 is the div that responded to a Class 1 event, which I believe, not sure though is what gave us the Cyber-Mage. DIV 43 was activated after that event and was the beta players that got their feet wet on April 14th.
And What I meant with the Story so far, is what was the events of DIV 43 during the beta? what information was gained? What technologies, if any? and what the hell happened to DIV 42? over 1900 people dead, over 50 went crazy, that is not a good survival rate for a class one event. only 2.5% of the Div made it out alive, none with their minds, as far as we know.

Apparently, the scarf wasn't hers but is something "new". A symbiont through which she can interact with artefacts.
Otherwise, I think you summed it up quite nicely.
