Am I missing something?

I'm on the Daggerfall Covenant side and at level 34, I've just finished off the Al'kir Desert zone. That seems to be around 3 levels below what I should be at this point. I've been @ 3-5 levels below content since level 20. It's not undoable, just a tad touch at times, BUT I've been wondering for awhile if I'm just plain missing something in the leveling process. I do every hidden camp, dungeon and quest I come across. I check my map against an online map to make sure I've done everything in the zone. I open every treasure chest I find, every sky shard and whatnot and I still seem to be behind the curve. So, am I missing something or is this normal for this game? This is the first time in a MMO that I don't hit zone cap by the time I'm finishing a zone.

I've generally found myself hovering around 4-5 levels above most of the quests in an area, which is kind of annoying because if I manage to gain just enough XP to hit 6 levels above, I stop all progress for several series of quests due to getting no XP and loot from mobs at 6 levels higher.
The only thing I can think of as to why youre that far below might be if you skipped an area, perhaps the "starter" island. Not sure what it's called for DC, but for Aldmeri it was Kenarthi's Roost. Usually by the time I complete that then head back to the main world Im a few levels ahead of the nearby content. If you're behind, you might have missed something like that and just never caught back up.
I had similar experience to the OP around those levels. I was suffering from missing a few Rivenspire quests that probably would have given some decent xp but were bugged at the time so I started the Desert a bit earlier.
Picking chests like you mentioned was some decent chunks of xp, and doing all three of that levels dungeons helped. I also talked to inn NPCs to get other faction markers for xp too.
Eventually I just moved on to Bangkorai though. Think the content starts at around 37 there so you will be fine. Levels are not as restrictive as people make out at times.
Are you sure you explored everything and did all of the quest lines? Sometimes after you turn something in, if you stick around for a minute, a new quest will open up.
Also, you could drop into Cyrodiil. You can pvp and do pve quests there. I'm not sure whether you've been doing that as well.
Many times I thought I have done everything there is on the map, I found that there actually many places I have not yet been to. They just doesn't show on the map, and requires you to actually look at the empty space of the map yourself and pick where do you want to go check out if there are any quests, Often I just found the place and there are a whole quest line waiting for me there.
If you only continue on the main road, you will miss out quite a lot of what are hiding behind the hills and bushes.
Perhaps it's because I always ground bosses in every public dungeons for cash, maybe I picked up enough experience to stay ahead.

If you go to the achievements section, you can see how many quests you did out of the total number. I kind of find that a massive spoiler but it is useful to know just how much if anything you missed in a zone.
If you need exp, you can always grind out a level or two on monsters as well. It isn't that hard to do. Seems dumb that you get no exp/loot on 6+ mobs because if you are grouped you might actually want to do such monsters.
I have done every quest that was offered and since the second zone I have felt like I have been way under level. The last five of six quests have given me rewards that I can't use for another three levels. I have checked my quests and I am only missing three in one of the earlier zones. I have not done any PVP at all. I am guessing that is where I can make up some XP. I am level 34. Just entered the Reach and I feel a little under level. I may go try out PVP for a while just to level up a little. I was going to wait until 50 but it does not seem like that was a good idea.

I havent done any of the group dungeons, and I havent even completed the zones fully, I just entered Alik'r desert 2 days ago and I was lvl33 I think when I went there, so the mobs are at my level. I dont do anything special, just complete MOST of the stuff on a zone but not all usually, so it's really weird if you complete the zones AND have done some group dungeons but still are under leveled.
I've not had the problem. I also don't bother with low level dungeon content. So, no, that's not where you're missing your XP. I also haven't done any PvP at all. My main is level 17. I just finished Glenumbra and I'm a few levels higher than mobs. I took my time and didn't run through/around mobs during my questing and exploring. I often picked fights along the way.
Did you finish the starter islands as well? I was level 8 before I started mainland questing.
It's quite possible that I just haven't gotten far enough into the game to notice a lack of content. I guess I'll keep that in mind as I approach level 30. Which at this pace.. should be a month or two from now.
I'm almost VR3 now, but when I was leveling I literally had to stop and make myself go to the next zone bc I was so out lvled that I was getting 0 exp from killing mobs. When you out lvl a mob you don't get drops either. SO I had to pack up my things and go to the next zone. Maybe it's because I have a thirst for blood and every creature I see in the world must die? Not sure, but I had the complete opposite than the OP. I always thought there was too much to do in this game and it felt a bit overwhelming. Not sure how you're so far behind.
P.S. when I hit the desert I was lvl 37....... Way over leveled.

And fyi Op you get a chunk of exp every treasure chest you open so that and the starter isle that game auto skip since people thought it was to on rails might be were your exp went.
