Your clearly confused about something as the code works. I just did it this morning got the game for 40 ish dollars. Added my code they emailed me and had no issues.
The code works. You are obviously having issues on your end getting it to work. Critical thinking is your friend right? Apply it for once and you might get somewhere.

If you have a client older than open beta, redownload it. Older closed beta clients had bugs that hurt performance, they recommend to uninstall and reinstall WS that has older client than open beta.
I'm pretty sure the hoverboard is lvl25, On the last ops week they added all the collector's swag and the hoverboard had lvl25 on it's tooltip. Which I don't like at all, I bought the CE so I wouldn't have to care about mounts at all, now I have to save 12g that I could use to level my trade skills to buy a mount i will use for ten levels or so...Not cool...

OP, I hope this answers your question. This is straight from the Wildstar Forums when they were announced. So it looks like all hoverboards will be at lvl 25.

All hoverboards require level 25, even the DDE hoverboard.
All ground mounts require level 15.
There's no way to get a mount earlier than that.

Incorrect. Confirmed long ago. ALL hoverboards, deluxe or in game, are 25.

or you could... you know... not worry about it. 10 levels goes fast....
Its not hard to make gold in game. Sell like 20-30 weapon or armor and you will have enough for a mount by level 10.
