If a add-on is causing issues it's on the developer of the add-on not Zenimax. Zenimax releases the API and development practices that can and will change over time and if the developer of the add-on's choose not to follow those and keep their add-on's up to date my advise is to find one who does.
ESO has it's issues for sure but it's not responsible for the functionality of add-on's in any way beyond providing the API to the developers who make them.
You know how to fix the problem (disable the add-on) either do that, hound the add-on writer for a fix or live with the issue.
Zeni can't control third party, especially when it's made outside their company. Thats like going after say Toei because a subtitle a fan did doesn't stay on the screen long enough. Sure you need the subtitles to understand whats going on but thats not Toei's job. You need to go after the right people. Thats the people with the add-on. Unless the vanilla game doesn't work in which case yes go after Zeni.
As for add-ons breaking. Add-ons are based on the current code, once that code changes because of an update it's on the provider of the add-on to update their end so it matches the new code. You can't expect a dev company to take time to download every single add-on (which you need to avoid posts like this), test it on their system to make sure it works every time they do an update, especially when it's not part of their game and could be bug ridden with god knows what or even virus infected.
Add-ons constantly break with every game. Even EQ had add-ons which changed the interface to match your class (ie skulls instead of the normal grey) but as soon as Veriant/Sony changed something in the code they all broke. They eventually put in a reset UI but that was only to put it back to the way it was because what you used doesn't match their code it was a work around until the producer of the add-on fixed the issue which back then (they may still do it now) warn you that our add-ons may break when the company does an update.
If vanilla game works=Company did their job
If Add-on works=fan did their job
If game doesn't work with add-on but does without it=fan needs to fix it
If game doesn't work with or without add-on=company needs to fix it
End conclusion find the person who made that add-on and ask them "nicely" to update it. Zeni has no hand in this and shouldn't really be bothered with it.
Help me Bioware, you're my only hope.

No MMO company has any obligation to make add-ons work, any effect they have on the game is down to you. I think a lot of the so called lag is down to players using 'real time updating' add-ons and expecting older PC's to handle a top graphics MMO with no issues.
