It will be to some extent but I doubt it will be as player-run as EvE... I doubt any other game can.
Also don't expect massive EvE-sized battles.. I don't think that's even remotely possible with CryEngine.
It will be smaller scale but certainky more action packed
The goal is 60 -100 players per instance. Whether that is possible or not depends on how well the testing goes. With such a small cap 12 vs 12 or 20 vs 20 is much more likely. Anything more than 40 ships going after each other in the same instance will be a major throwdown.

Probably not, few companies would be willing to give the keys to the inmates these days, they have too much invested in them.
There likely will always only be one game like EVE.
