Cinematics vs. Cutscenes

I am just wondering, does anyone know why or if there is a specific reason why in FF XIV some cutscenes will go from fully voiced to no voice?

 

Is it a design thing, am I missing something, or were the voice overs just not finished?

    It's by design....they take the most important parts of each part of a story and voice over it....the rest will be just text.

    It's strange because I actually enjoy it the way it is done.

    I imagine they did it to cut back on the costs of voiceovers and to avoid the delays on new content that probably come with them. So definitely a design choice.

    I prefer it this way anyway.  Because it gets annoying when every single npc talks and it usually ends up with one voice actor doing like 50 different NPCs which what its like in ESO and swtor.  Plus I read faster than they talk too.
