Rift would be my first recommendation, but you've already tried that.
Aion is pretty decent with a good F2P model.
If you liked the action combat from Tera and RaiderZ then there's Neverwinter (which I have a blast playing in short bursts).
SWTOR is another good one, but it's F2P model is a bit restrictive to completely free players (dropping $5 on the cash shop will upgrade you to premium status and remove/lessen many of those restrictions).
Defiance recently went F2P. Not sure how it's model is, but I really enjoyed my time in (even as someone who payed full price, for two copies at launch).
Firefall also just came out and is F2P. Not sure how its model is either, but it's a sci-fi- third person shooter MMO. Don't know too much about it in all honesty.
EDIT: Not a 'true' MMO, but there's also Marvel Heroes which is AMAZING (imho) if you're into isometric-hack n slash-rpgs, and the Marvel Universe.
You already tried ArcheAge yet? Going live here in the west likely sometime in Sept/Oct, (hopefully), lots of beta weekends and will be F2P (of a sorts) at launch.

i have already tried rift but some of its feature i didn't like..

Don't hold your breath since guild wars 1 still isn't f2p so I really don't think so.
well gw2 is b2p no monthly fees at all and its a fun game.

No, its not an MMORPG. it's 2-player Co-Op that is more like old-school MMO's then any mmo's out.
I cannot recommend it enough. The wife and I are having a blast with it!

GW2 it almost F2P, because no monthly fee.
Suggestions:
1. Best traditional MMORPG, with tank/heal/dps - World of Warcraft, but it's Pay to play
2. Best alternative MMORPG, action based - Guild Wars 2, buy to play
So, it you can't accept P2P then try GW2.
If you still need completely free games, then you can try Tera, Rift, SWTOR, and select what you like more.
Try Rift.
