Is There Appearance Change after Character Creation?

I'm wondering if ArcheAge will have the ability for players to change their character's appearance after it has been created? Like if you want to choose a different hair style for your character.
Is there anyone who has played Alpha/Beta that can help?

I read somewhere there is a cash shop item for gender change. But there is also one where you can go back and change your appearance too? Good to know. I'm just trying to gauge how much time and effort I need to put in when creating my characters appearance or if I want to change it down the road, I'll have that option.
