After the absolute disappointment of ArcheAge, I'm happy to wait to try a sandbox game that doesn't use cheap micromanagement tactics like the LP system. Especially one that seems to have elements of SWG in it!
The Repopulation has open pvp areas, but you are not required to enter them in order to progress. A full compliment of resources and PvE (mobs, quests, etc) is available in the safe areas.
The main factions, OWON and FPR, have 1/3rd of the map safe for them. The middle third separating them is the Contested Lands, an open pvp area. The normal server has only a small debuff and decay on death, so you do not suffer much loss for dying.

The full range of tiers and content type will be available both in PVE and PVP zones, so top-level crafters and merchants, etc. won't have any need to go in PVP-zones (aka Rogue Nation territory) to get the best ressources or craft the highest tier.
What I understood it may come down too, however, is rarity : as more people harvest the resources available in PVE-protected zones, you may see prices go up as they get more rare (they come in somewhat limited supplies per area/region per timeframe), so players will have an incentive to chance the PVP areas to bring back those materials and sell them for a better price.
But it won't gate your gameplay at all if you don't go into PVP zones.
