Can anyone PM a good place to play either of these games? I have done searches, but I would like some first hand information.

You should look at city of titans if you're interested in coh. It's not something you can play right now but a work in progress. There's also a rumor that they're trying to buy the rights to CoH from NCsoft.
I don't play emulators so can't help you with, right now.
City of heroes/villians was a pretty fun game, it was mostly grinding, but some of the story arc's were good, and the char customization is second to none. You'd bascally pick your archetype, then combine 2 of the powersets (sets of skills) to use, with the main being full power and the secondary being a bit weaker effectiveness wise. You bascally beat the crap out of things, all diffrent types. It was also pretty team based, yeah you could solo, but it was alot faster to do missions in a party.
What killed CoH IMO was the mission creation system, the reason I say this is because people would just exploit it to get to level cap in a day or 2 by making easly farmable missions.
I didn't play much of Tabula Rasa, but I didn't think it was that bad of a game, it had some neat things to it.
Being a pessimist is a win-win pattern of thinking. If you're a pessimist (I'll admit that I am!) you're either:
A. Proven right (if something bad happens)
or
B. Pleasantly surprised (if something good happens)
Either way, you can't lose! Try it out sometime!
I am sorry, I was trying to be vague because I am not sure if this is against the TOS or not.
Does anyone know of any good 3rd party servers where these games still reside? Any first hand experience on the servers? Please PM if you have this information.

I wish there was a way to play Tabula Rasa, love that game so much. Played from day 1 to last day servers were up.

There are none, but you're in luck because City of Heroes has a chance of being passed off and brought back online.
Reading the rules of conduct will tell you that private servers and emulators are not open for discussion on this website. Especially asking for or giving specific information about such servers.
