Are there any actual player created vendors in Horizons? Or is the only option to create an item and put it in the pwnbroker and hope somone will buy it?

yea, there are player built towns that you can go to to buy from them (they will have items that other players put on them)
the pawn broker is an NPC that buys your item from you, the consigner is the broker type thing
You can also sell out of your inventory - people can 'browse' you like a consigner if you want them to. One feature being developed is reverse consignment - someone posts what item they want and puts what they want to pay into the listing, then if you have that item, you can sell it to them by filling the request.
I'm expecting to see a lot of dragons listing sandstone and bronze requests in the starter towns...
