So my answer is - maybe?
Beauty is indeed in the eye of the beholder. Those who like the game will probably say yes, those who don't no.
That said if you haven't played the earlier Elder Scrolls titles - which you can pick up for very little (including editions that come with all the expansions - I would start there. And then if you like them think about TESO.
And whilst you are playing those Zenimax will continue to fix the bugs that still remain in TESO and continue to polish the game prior to the release of the console version - so things should improve whilst you wait! .

I would say no. I went from this game back to TERA Online and that game is better and it is completely free. There are however a lot of game immersion breakers in TERA, such as people running around in bathing suits and sun glasses, and that is I suppose how they fund the game.
Would have preferred some more sensible cash shop items but ah well. Atleast the core game is much better than ESO. Better PvE and PvP although the latter is rather lacklustre, but still better than in ESO.

If you don't care about using $15 to try a game for a month, I say go for it. I eventually plan to go back one they finish re-doing endgame. I just couldn't stand the grind of the 50+ content as it is now.
I'm enjoying it a lot, and it's evolving in interesting ways. It's absolutely great value - even if you only like the questing (which is very well done), you can easily spend hundreds of hours running through the story lines. The class builds are flexible and fun, crafting is addictive, and the community is friendly and pretty helpful. The megaserver makes environments consistently lively around you at all levels.

No, i think its just wrong to have to redownload the entire game when you use reapir tool, especially when you have a terrible internet ISP in a lost place in québec, yet i have some of the best service i could get, but now i have to wait till next month to download again because my bandwidth is pretty much at its limit already.
You probably dont give a fuck because you have something a lot better and cheaper.

It appears that some of these things are addressed in patch 1.5, at least per the notes. Still would like to hear from someone that has messed around on the PTS and experienced some of these changes.

It look different but it's a single player game... ofc you can play with friends, but there is no challenge.
Dungeons dont need CC, only hit the keyboard for win.
15$ is not much money, you can give it a try and make your own opinion. Mine is: same game again, i'm almost sure game developers think players are idiots, or dumbs, or idk.
Is it worth $15? As always, that depends on what $15 is worth to you. Do you earn it in 5 minutes or in an hour? Do you have to go without something in order to afford it? For me, it's certainly worth it. I spend $15 a day on lunch. It's small change. Your mileage may vary.

If you are still not convinced, look at The Secret World and then look back at ESO

I don't see anything wrong with Leon1e's answer. Tera, AA, GW2 and TSW are all "solid" games. At the end of the day it depends what the OP is looking for.
I mentioned Skyrim in my answer above - would you suggest someone who hadn't played an ES title before bought Skyrim and its expansions (for c. $15) which they could play for as long as they wanted or 30 days play time in TESO? I would suggest Skyrim - especially as TESO plays a lot like a single player game.
If online play with others is a key consideration however then, as I said, I see nothing wrong with Leon1e's answer - especially when value is also an issue.
Microtransaction-based games aren't really free, and I intensely dislike the model. So telling someone to play a microtransaction game over a sub based game is, from my point of view, lousy advice - especially since you could easily find yourself out more money anyhow.
It's also laughable to list a bunch of other games without bothering to explain what they do better, and that's doubly so when it comes from someone with little or no knowledge of the game that they're putting down.

i am playing tera online and eso both at the moment . i can say both are good . i am happy with both games .

No... this game is still in the oven at this point. Wait for them to finish completely revamping the veteran content, playing now will only put a bad taste in your mouth when the game six months to a year from now might actually be decent.
I went back to it about a month ago, and am really enjoying it. It is a little linear, but graphics and storyline are both good. Very well worth the cost of 1 month.

The Launcher is very error prone. Some people said it's like that because it uses P2P to download.
Anyways, can you describe what your errors say in detail? I did fix a couple of them last month to get my game working properly so i could help you.
