Can you give us a link that shows where you can get the imperial edition key for around $15?
He's just lying.
In case you are interesting in it, lowest i could find was $30 for US credit card holders through Gamestop. Cheapshark also shows the same price in Uplay but it is not showing up in my local Uplay store (India).
For out of US people, the best i could find was on www.g2a.com where the Imperial Edition Upgrade Key was being sold for $12.5. You still need the base game for that. So, using this you can get it for $32.5 which is the lowest price right now again for people outside US. You should also remember that G2A is a cd-key reseller so it's upto you if you want to trust it. I have purchased several games from them personally without any issues.

I've already got an account though - wouldn't that need a new account?

I found the G2A offer too, but it's out of stock (and may never be back).
I get the feeling he confused the base game including the explorer's pack rather than the imperial edition. You can find that pretty easily for ~$15.
