Justice System News on newest ESO live:

Here is what i have gotten:
 
  • NPC AI has been upgraded and some will now perform activities such as sleeping, cleaning and taking walks among many other activities. An NPC could be sleeping in their home one moment and the next moment they could wake up and take a walk around town, go to the tavern, or go fishing in the nearest body of water.

  • In addition to your bounty, you will now have a Heat meter. Heat measures how much you're wanted, and it works a lot like Just Cause 2 in the fact that guards will come running after you, the amount of guards and bounty cost getting bigger every level of heat, and if you manage to hide your heat meter will cool off. Guards will kill you on sight above a certain level of heat. If lower, they will stop you and attempt to arrest you.

  • There will not be jails in the first phase of the Justice System in Update 6, although they are talking about adding it for Phase 2.

  • Cities will have hidden Outlaw hideouts where fences are located, as well as safe havens from guards.

  • You will have a fame and infamy level, which determines NPC's reactions towards you. For example, a high infamy may cause vendors to set higher prices for their goods or even not sell to you at all, although you can still steal their goods. A high fame meter affects positive NPC behavior, and having higher fame may get you lower prices at vendors. Infamy is increased by criminal activities e.g pickpocketing, murder, while fame is increased by acts such as stopping criminals as an enforcer, or completing quests.

  • Killing owned livestock will count as a crime

  • Animals cannot witness crimes.

  • If you kill everyone that witnesses your crime, your bounty and heat meter will be cleared.

  • A list of all known crimes is: Murder, Theft, Assault, Pickpocketing, turning into Werewolf Form, being a Stage 4 Vampire, feeding on people as a Vampire, breaking into houses, trespassing, and aiming weapons at people.

  • Enforcers vs. Outlaws is a prominent part of the system, with PvE activities for both sides having a big role.

  • You can become a guard in PvE and catch criminals. This will also increase your fame.

  • There will be skill lines that revolve around the Justice System.

  • The time of day may play a role in the system, and affects when shops are open and NPCs are sleeping in houses.

  • All houses now have locks on them, and you need to use lockpicking to get in. Make sure you aren't spotted or guards will come running after you.

  • Houses now have some extra goodies inside, such as safes and lock boxes.

    No, expect the DB and theives guild to be added in 1.7-1.9. 

    Oh and its not going to be the full justice system added in 1.6. Just the pve portion. Zenimax does not wanna add the pvp part right away because they wanna test the pve version first. The pvp portion will probably get added in 1.7.

    (God knows what could happen if zeni decides just to go ahead and add the whole justice system in 1 update. Bugs, bugs everywhere...)

    They also promissed new zones and dungeons  every other month, i think thats the most important updateschedule.... If so, they have lost track of their most important update scheme...

    Since you can opt out of the justice system I'm wondering what's the incentives being given to participate/use it is?

    I could be wrong of course but based on what they have said:

    • Imperial City on hold (resource reason);
    • CS and the Justice system to be finished for the console release (which must be a priority)
    • Justice system to be phased in - so more than 1 drop;
    • phase 1 onto the PTS in January .... followed by phase 2 ... and any bug fixes ..
    • and I mention bug fixes because I think they will want "less bugs" for the console launch (than on PC).
    What I didn't add is that I also suspect that:
    • they will want to avoid adding Imperial City before it launches on console - because that might add new bugs
    • they will be looking for Imperial City to be the "big" content drop sometime after the launch of the console version - assuming the game still has a sub etc. So launch with 30 days included and Imperial City is dangled as a reason to subscribe in month 2 or 3. That would be a business reason for Imperial City to be later though rather than a "work flow" reason. 
    Just my take however but even if it got a May console launch I think we would be looking at July - and a May launch looks unlikely imo; you have to give retailers some warning - and this time around they will have to deliver as well.

    All pvp in cyrodil is aimed at the imperial city, ?? it should have been in at release

    Its not the fact that PVPers are getting bored (well maybe but i doubt it) its the fact that the IC is one of the most simple of the new things promised to be added by zeni. Most people thought it would be before the JS and CS.

    Justice System makes the game feel more like The Elder Scrolls.

    Something how many people have said ESO desperately needs?

    I see its priority over a new place to PVP, being a clear choice.

    It will probably be around May,  after the final stages of the CS and JS are in place. Maybe even before. So another half a year is more like it.

     

    And yeah sure. The champion system will reward them with points for PvPing; so it wont even be as much as a stretch. Then again, the CS could suck we dont know yet. Although im sure it will be fine and addicting as hell.

    I love the potential I see in this game. I don't play and haven't since a few months post launch because it felt unfinished and grindy. I really like what I see in the near future, I hope this game starts to attract more attention to itself and maybe get a bit of hype going again around the console launch.

    It's not what i heard. Saw the video a few times. Even if you kill the witnesses, the bounty will remain.

    Yes, it was clear on the stream. Unless you kill a witness extremely quickly you'll get a bounty. If there's more than one witness you can't get around that.

    I guess that this is to stop people from rampaging through and killing everyone.

    From watching the stream, the new system sounds absolutely fantastic. I can't wait for it. When they add the pvp elements to the system it could be tons of fun.

    Look at what they have said they are going to do and I simply don't see how you can come out and say "IC will probably be around May maybe earlier".

    A May drop would mean PTS in April. For "even before" you are probably looking at PTS in March. So they would have to be working on IC in Feb/March - perhaps even January. Why would they even bother saying its on hold then? And before IC they are going to be releasing Justice phase 2 - when do you see that hitting PTS if IC is May or even before?  

    Don't misunderstand. I would be happy to be wrong; happy for IC to be May or even earlier like you say but ....... 

    Zenimax have firmed up what they want to have done for the console launch - and I agree with the comment that the Justice system (and CS) will make the game more ES like than IC.  I am sure it will make a fine post console release patch though.

    The video you posted had no mention of this fame system. Only thing the developer stated was that NPC's would not talk to players with high amounts of bounty/heat.

    The video states that unless you assassinate someone in one shot and no one else sees you commit the crime, then killing will always result in added bounty/heat.

    I saw no mention of vampires and werewolves being considered criminals in the video.

    They only talk about the confirmed features for update 6 in the stream. The justice system is going to be extended well beyond that in later updates. I think it was in the guild summit that they said they'd allow players to act as guards, etc.

    In parallel to the thieves guild / crime side of thing you can sign up as a bounty hunter / enforcer, which has its own set of guilds and perks.  This is the PvP side of things: you choose one side or the other of cops & robbers.  The currencies are fame / infamy.  They are putting in the crime side first and the bounty hunter side second.  Since they've done a lot on the IC I'd wager sooner rather than later for putting it in.  The wild card is the console release.

    Yeh I'm thinking your time frame makes more sense considering a typical development and testing cycle.  ZOS has a lot on their plate.  Lets hope for current players and those of us who would like to return one day that they take their time with quality of the added features versus trying rush and push the features live.

    Nah man, I've never seen anyone ask for a new map. That in it's self says a lot about Cyrodiil. We were looking forward to the IC for the change to the meta it will bring. The shake up the the champion system system should bring will do it too, but not to the degree of the IC.

    Look at what they have said they are going to do and I simply don't see how you can come out and say "IC will probably be around May maybe earlier".

    A May drop would mean PTS in April. For "even before" you are probably looking at PTS in March. So they would have to be working on IC in Feb/March - perhaps even January. Why would they even bother saying its on hold then? And before IC they are going to be releasing Justice phase 2 - when do you see that hitting PTS if IC is May or even before?  

    Don't misunderstand. I would be happy to be wrong; happy for IC to be May or even earlier like you say but ....... 

    Zenimax have firmed up what they want to have done for the console launch - and I agree with the comment that the Justice system (and CS) will make the game more ES like than IC.  I am sure it will make a fine post console release patch though.

    Yeh I'm thinking your time frame makes more sense considering a typical development and testing cycle.  ZOS has a lot on their plate.  Lets hope for current players and those of us who would like to return one day that they take their time with quality of the added features versus trying rush and push the features live.

    Up until this update each other update prior to was on the pts for 2 weeks. That's another reason why many of us were disappointed about the champion system not hitting live to February. Understandable considering ALL numbers in the game will change, but still a bit disappointing. 

     

    I don't think the IC will take nearly as much time to get on the pts then on to live. It's minor compared to the champion system.
