I see level 100's in low level areas all the time... most of whom run around killing quest objectives or NPCs. These aren't PVP servers either. I think it is especially bad atm because of all the instant 90's who hit max level and are now going back to complete all the old world content on their 100's.
In a couple of months this will all die down and things will return to normal. They know the low level areas are bustling with players trying to hit that level 60 mark before they boost, so it's prime griefing time for the griefers.

You would think after 10 years and being the most popular MMO ever that they would have more sense then this. Then again these things is the reason I don't play the game at all. For every reasonably good idea they have put in this game there is an equally and if not even worse idea that was put in as well.

No hun, it is happening quite commonly on many servers and I've personally witnessed this a handful of times during my play sessions on ALL my low level characters I've run through. This is also happening on PvE servers and one area in particular always seems to be camped with opposing faction killing NPCs. It took us about an hour to get through our quests. Folks were pretty upset and we had about 15 players waiting around the NPC. We finally got some high levels to come in to kill the player when he flagged PvP. WoW seems to have tons of returning players and the low level quest areas are packed. This isn't an isolated incident as you point out. See it for yourself.
The best thing to do is report the player which all of us were doing. Fortunately, the guy named his pet with an offensive name so hopefully he gets a time out.
Never have understood the need for griefing like that. I find some of these folks a bit mentally disturbed taking pleasure out of ruining the fun for others.
Blizzard certainly screwed up by not making these NPC's non-killable.
I guess they just had faith in human nature ( sigh ) that high level players would not bother going back to low level areas to try this.
Blizzard are therefore the real idiots here.
Problem is, Blizzard never really did a good job of separating PVP and PVE, thus it is likely related to the fact that if they disable the ability to kill these NPCs, it would apply globally to all server types plus you probably would never be able to attack an opposing faction city for an achievement ever again.
I think it's the code that is the delimiter here... it wasn't coded that way, thus it's not as simple as flipping a switch.

I can also verify it happens on Whisper Wind (PvE) around the farms in Westfall. A druid kept killing the farmer when he popped although I didn' experience anyone killing off all of the mobs anywhere because that part is unlikely unless there were multiple people. The druid got flaggedt BTW and was immediately destroyed, but that didn't stop him from respawning and stealthing to wait for the farmer to pop up again. This didn't last too long but it was annoying.

As someone who loves PvP servers, but has to play PvE because that is where my guild is, I can say that these little flair ups are annoying but can make for some fun open world PvP for anyone that cares to go and participate. Maybe they made a mistake by not doing what you say, but it has been that way from the beginning and sometimes these attacks play out as a challenge that turn into larger, and fun, PvP (Hillsbrad). Sure it can be annoying, but I don't think it is as big an issue as all that.

When it's a PvP server these same people have a antisocial personality disorder with acute narcissistic rage but when it happens on a PvE server it's "Human Nature".
My recent experience was that it was a frequent problem until I got to the level 20 areas, and I haven't seen it since. Thinking back the only other time I'd seen something similar was when I had a kill quest to do and some idiot started following me around and one shotting the mob I attacked each time so I didn't get the kill. I asked him to stop and he said no, so I used my hearthstone and went somewhere else.
This was happening at WoW launch as soon as the first toons were high enough level to do it, it was happening when i stopped playing just after BC xpac.

yeah, a similar thing happened to me years ago when they first came out with the BG quest givers in org and large groups of people would get on their huge mounts and purposely try to block you from clicking onto them.
so of course i reported them and the GM confirmed that it was harassment and it would get taken care of. that is how i pk griefers lol

Maybe Wow should do like GW2 and level you down to the zones level, while it still would be possible to do stuff like this at least it would be way harder, particularly if you also PvP flag anyone out on a NPC murder spree.
If you see a player doing lowbie harassment, then report them and tell them to go back to playing EvE.
