I loved this game when it first came out, but quit a while after because I jumped on the Wildstar hype train that was going round. I had totally forgotten that I even had ESO still in my DVD Rack, so now with the B2P model I am tempted to reinstall.
My question is, are races still faction locked? I know that you could choose any faction you wanted as any race, if you pre-ordered the game but my brother wants to buy it now so that we can play together and I was just going to restart my character so I'm at the same part of the game he is.
The only issue is, I want to play as an Orc (Daggerfall Covenant) and he wants to play as a Nord (Ebonheart Pact). Seeing as we've not Pre-Ordered the game, does that mean we won't be able to join each other's factions? E.g. If I went Daggerfall Covenant, could he join me as a Nord who is of course part of a different faction?

Still locked. Luckily for you, explorer's packs are still around. Hopefully when the game moves to B2P they will either make it available for everyone or they will put it in their cash shop.

Ah, nice. I'd forgotten about the Explorer pack DLC. I found it online for €1.50 which is cheap enough.
