Thing is if you subbed and played through the new DLC finishing it, then unsubbed. They shouldn't be able to take it away from you. You did pay for it with the sub. The next DLC you will have to sub and play through it or use crowns to buy it. An argument could be made you paid for it so a new character would be able to play through it even if not subbed because you paid for it when subbed with first character.
I mean are DLC's account bound or character bound? Where the person that bought it with account can do it with all characters they make. But the guy that subbed and finished the DLC have to sub again with next new character?
I see some real problems for them with how this will work.

If you catch a cab you get to ride in it while the meter is running. Same deal with a sub (as it stands).
However until there is some DLC the question is moot.
And what will you spend them on? The DLCs you're playing as your bonus?
Unless you're really, really into costumes, pets and mounts, the first 1500 you spend should get you all you ever want to buy from the current stock.

DLC will be available for purchase in the Crown Store on an a la carte basis. DLC purchased on an a la carte basis will be available to you for as long as The Elder Scrolls Online is available. Members of ESO Plus will receive complimentary access to all DLC game packs for the duration of their membership.
