    Not at this point.  Devs have stated that they wanted to get the balance issues with the pve justice system right before pvp aspect is added.  As I understand it people who are flagged as justicar will be able to attack wanted players and I assume collect bounties.  I imagine there will be an equivalent justicar skill line added to oppose the legerdemain (thievery) line.
