It's been a year since I played. Is the population stable? Are people still running the lower tier dungeons? And did they ever get tattoos put in? Thanks.
This question is asked all the time over on the Steam forums. Game population is good (not WoW numbers, but who's are?), and lots of regulars in game. Here's a few threads to look over:

When I left, 90% of my cabal already moved away from this game, so population is still in decline. I skipped lower tier dungeons, like many, so I couldnt say. Im pretty sure they didnt put tattoos in.
Looking at the quarterly for Q4 2014, it's not looking good. Funcom made less profit this year then last year, operating costs exceed revenues for 2014 but they stated they can last for another year.
(On a sidenote, LEGO hasn't been making much money either for Funcom, which i can kinda understand since LEGO Minifigures is just a cheap knockoff of LEGO Universe).

Games more populated than I've seen it since a few months after launch.

Yes, Polaris and Hell Raised runs happening all the time in Solomon Island. No, tattoos pushed off in restructuring.
Much thanks.
